The City incorporated as a general law city.  The City has a Council/Manager form of municipal government which serves the City of Lake Elsinore’s population of over 51,821.
Most city departments are located in the main building of City Hall including the City Manager’s Office, Human Resources, Engineering, Building and Safety, Planning, Finance and the City Clerk office.  Some departments are located nearby such as the Lake Department and Public Works.

The Riverside County Sheriff’s Department serves the entire Lake Elsinore Valley (including the nearby suburbs of Lakeland Village and Sedco Hills, and the newly incorporated City of Wildomar) from its regional station in downtown Lake Elsinore.
The city of Lake Elsinore contracts for fire and paramedic services with the Riverside County Fire Department through a cooperative agreement with CAL FIRE.  Lake Elsinore currently has four paramedic engines operating from its four stations. The fire department also has a volunteer reserve firefighter company, which covers a rescue squad from Station 97.
Fire station 10 is located downtown next to the post office, which also has two Cal Fire engines for supplemental protection.  Fire station 85 is located at McVicker Park and fire station 94 is located on the east side of the city off of Railroad Canyon Road.  Rosetta Canyon fire station 97 is located on the northeast side of the city covering the Highway 74 corridor.

Southwest Communities Animal Shelter
The Southwest Community Financing Authority is a joint-powers agency of Riverside County & the Cities of Lake Elsinore, Canyon Lake, Murrieta, Temecula & Wildomar.  Funding for the 32,000 sq. ft. shelter is $11.4 million.
City Animal Control services are provided through a contract with Animal Friends of the Valleys (AFV).
Shelter Location Hours:
Open Monday through Saturday, 10 a.m. – 4 p.m.
Open Wednesday, 10 a.m. – 7 p.m.
Humane & Animal Services Officers respond to calls from 8 a.m. to 4:30 p.m. Monday through Saturday.  They respond to all EMERGENCIES within the city limits after regular business hours. AFV provides animal services to the cities of Lake Elsinore, Canyon Lake, Murrieta, Temecula and Wildomar.

  • Adoptions:  Monday-Saturday 10 a.m. to 3 p.m.
  • Relinquish animals:  Monday-Saturday 10 a.m. to 4 p.m.
  • Reclaim animals:  Monday-Saturday 10 a.m. to 4 p.m.
  • Licensing:  Monday-Saturday 10 a.m. to 4 p.m.

Emergency animal services are available 7 days/week, 24 hours/day. AFV can answer emergency calls only within Lake Elsinore, Canyon Lake, Murrieta, Temecula and Wildomar city limits.
